Text-to-Speech synthesis (TTS) is a tool to help publicising news by allowing the computer system to create speech from text automatically for instant response. The bilingual voice generating software version 8.0 is developed to work more efficiently and more accurately for the text processor, the text-to-speech unit and the synthesis section to synthesise Thai and English languages both in the female and male voices.  All these three parts are put together to work correctly on both Windows and Linux.
